			<content:encoded><![CDATA[<p>When a presidential candidate gets endorsements from pastor Voddie Baucham, Herb Titus, Norma McCorvey, Oliver Stone and Blue Republicans (who are really Democrats), what does that mean?  Are you a right wing nutcase or a liberal fruit loop?</p>
<p>Voddie Baucham is a pastor well-known for his movement to reform the Southern Baptist Convention to be more patriarchal and to abandon public schools.  Baucham says that sending your christian child to public school is like sacrificing him to Molech.  Strong language.  Baucham calls homeschooling the christian alternative.  He endorses Ron Paul, calling him essentially the Christian choice.</p>
<p>Norma McCorvey is Jane Roe from the case that enshrined abortion as a federal issue, Roe v Wade.  It was her lawsuit that made it to the Supreme Court of the United States and lead to the death of tens of million unborn children.  Today Norma is a vocal pro-life activist.  And, she endorses the Ron Paul approach to returning jurisdiction to the States.  No pro-lifer disputes her credibility.</p>
<p>Herb Titus is a constitutional attorney that has won at the Supreme Court level, working with Judge Roy Moore&#8217;s team defending the State of Alabama&#8217;s display of the ten commandments in a courthouse.  Titus is also party to a lawsuit that questions Obama&#8217;s credentials as a natural-born citizen.  That lawsuit is currently before the Georgia Supreme Court.  If successful at proving that natural born means born of two American citizens, it may be that not only Newt Gingrich fails to make the ballot in several states but also Obama fails to make the cut.  Titus says that Ron Paul is the constitutionalists&#8217; choice.</p>
<p>Oliver Stone, the liberal Hollywood blockbuster production machine, known for rated-R films of grotesque content, said in an interview that he would vote for Ron Paul instead of Obama, if given the opportunity.  Stone cites not Paul&#8217;s anti-isolationist foreign policy, but instead economic reasons.  Stone says he&#8217;s sick of the spending spree, and that Ron Paul&#8217;s view of the future is the only intelligent view.  The world economy is on the brink of collapse, an increasingly non-partisan finding of fact.</p>
<p>Blue Republicans are supporting Ron Paul as well.  Is that a Reagan Democrat or a depressed Republican?  It turns out that Democrats are disaffected by Obama&#8217;s foreign policy (attacking countries unpredictably), corporate welfare bailout schemes (TARP and stimulus), violation of the 4th amendment (patriot act extension), and expansion of TSA.  The founder, Robin Koerner, says that Obama is Bush III, if judged by the size and valency of his programs.  Some Democrats thought Obama would make the USA more free.  They were wrong.  But, they are coming out for Ron Paul to make up for their mistake.  See this local BSU event for more.</p>

<p>In primary elections the old-guard Republicans warn against choosing the most conservative candidate, citing the need to attract independents in the general election.  In general elections the same Republicans say it is necessary to move to the center to appeal to the independent voter.  Ron Paul consistently scores very high among independents. So, it follows logically that Ron Paul would do well in a general election.</p>
<p>Paul doubters either want to maintain power or are convinced that constitutionality is a concept beyond which we have long since de-evolved.  They say of the constitution what they say of Ron Paul, &#8220;We like it but it will never happen.&#8221;  Newsflash! if it doesn&#8217;t happen, we will likely live a worse future than we have seen in Oliver Stone&#8217;s movies.</p>
<p>The last note is for Christians.  For those that can&#8217;t bear to eat with sinners, remember that God&#8217;s ways are mysterious and he confounds the logic of the world.  Who are you to say that God will not use unusual circumstances to glorify himself and perhaps preserve an undeserving America, just as he saved Ninevah?</p>

			<content:encoded><![CDATA[<p>At the South Carolina debate, Santorum, Gingrich and Romney all three nagged each other like wives in a harem.  There was bickering about healthcare, effectiveness of leadership, and conservative verity.  I observed the following.</p>
<p>Santorum thinks that government and labor unions not freedom are the key to success. He said that freedom is not an absolute and that government must regulate freedoms.  It was the most shocking endorsement of government power I&#8217;ve heard.  It sounded like Obama&#8217;s claim that the government must act on people&#8217;s behalf, but even more extreme in tone.  It doesn&#8217;t sit well with this rugged individualist and it should not sit well with any American.</p>
<p>Santorum at one point parried a free-market thrust from Ron Paul by pledging to be for Right to Work legislation when president.  While senator, Santorum opposed Right to Work, claiming it didn&#8217;t fit Pennsylvania (the unionist parts especially). This position alone is contorted.  He says that the the policy was bad for Pennsylvania, but he would impose it when president.  Of course, that means he endorses federal power even in the case of a law he disagrees with.  Santorum the contortionist should be getting a stipend from Barnum and Bailey for the twists in logic.  But, to be fair many conservatives are confused about the necessity of state sovereignty.  Most believe the 10th amendment has been repealed by unanimous derision and the 14th amendment.</p>
<p>At the end of the debate, conversely Santorum claimed abortion is a federal issue (supporting the federal jurisdiction which lead to Roe vs Wade). He cited Ron Paul&#8217;s low rating by the National Right to Life Committee (@nrlc), which thinks federal legislation will overturn the federal Supreme Court Ruling. But, this position validates federal jurisdiction.  Effectual repeal of Roe vs Wade must be established by restoration of a constitutional mainstay, like state sovereignty, or risk having no reason against repeal by a subsequent generation of legislators.  The reversal must be that States are restored to a first line of defense against abortion, like in the case of murder.  Only if an abortion ring is crossing state lines would federal jurisdiction take a secondary role.  Without the Supreme Court&#8217;s usurpation of state sovereignty in the name of defending the 14th amendment, Roe vs Wade would not be the death of hundreds of thousands of American babies each year. By claiming it is a federal issue, Santorum shores up the rationale of the Roe decision.  </p>
<p>Santorum uses social issues as tools, but he doesn&#8217;t believe in self-governance, which is the ultimate key to social issues. Ron Paul pointed out in the debate that morality is the main issue with the culture, the acceptability of abortion culturally is the problem.  Culture determines laws not visa versa.</p>
<p>Lastly, it just came to my attention that for 2009 through 2011 Ron Paul has a perfect rating with NRLC, which means that Rick Santorum lied about Ron Paul&#8217;s voting record.  He also supported pro-abortion Judicial Committee member Arlen Specter over a pro-life conservative Pat Toomey.  And, Santorum voted to expand the pro-abortion Medicaid Plan under George W. Bush.</p>

Ron Paul is the best choice.  How does a traditional conservative come to choose a libertarian?  It&#8217;s a very natural fit, but there are three personal prerequisites to my decision.</p>
<p>1) Belief in moral self-governance<br />
2) Belief de-centralized power<br />
3) Belief in State Sovereignty</p>
<p>Without these three foundational principles, Ron Paul seems quixotic at best.  If you understand how American these principles are, Ron Paul becomes the only right choice.</p>
<p>First is moral self-governance.  A Christian doesn&#8217;t need a government to establish morality.  The law is written on a Christian&#8217;s heart.  The creation of a law doesn&#8217;t create a perfect society.  But, the perfection of a man&#8217;s corrupt heart, creates a self-governing individual that is the key to a successful society. In short, good people make good society.<br />
The USA is not so much a Christian country as a country of Christians.  It was originally.  And, true Christians, as Jesus says, have the law written on their heart.  The law is not supposed to come from outside, as a compelling force.  It must come from within in the majority of cases.  Many cases of morality, even abortion (which is murder), first and foremost must be adjudicated inside a man.  Ron Paul correctly states that we could never effectively ban the morning after pill and chemical abortion.  It is impossible to have police in every bedroom.  How can a pro-life person say such a thing?  He says it, because it is reality.  Without moral people nothing works.  Laws quickly become meaningless things.</p>
<p>The first point is tied to the second point.  The division of power and the flow of power from God to man is upward.  The moral man self-governs to the benefit of each higher level of social institution.  God did not save humanity through a human king, who then distributes his blessing and law down to many subjects.  God distributed his mercy through his Son King, who is powerful enough to reside within an individual.  Each person, individual, is responsible for maintaining and working out his faith within himself.  And, his responsibility translates directly to his responsibility to govern himself and his family.  The flow of this holy responsibility flows upward into civic responsibility.  And, moral man is continuously responsible for who and what he empowers in his name.  Unlike liberal (democratic) philosophy, which views man as a subject (victim to higher powers), Christian philosophy views man as a self-ruled creature with power and inherent responsibility that flows upward.  In short, power from God is decentralized.  And, when man seeks to centralize power, as Nimrod did at Babel, God sends man back to a more decentralized position.</p>
<p>The third point is State Sovereignty.  According to Alexis de Tocqueville, the USA is a confederacy of independent sovereign nation states.  Historically this is a very common concept.  And, most of the founders believed that a Republic could only survive in small countries.  This is the best argument for sovereign States.  That&#8217;s how it was.  And, it&#8217;s how things work best.  Ron Paul consistently gives greater credence to the will of the several States than deference to a federal government, which has no land or citizens of its own (outside the swamp in Maryland, that is).  </p>
<p>Let all Americans learn the value of Christian self-governance, decentralized power (which protects liberty), and State sovereignty.  And vote Ron Paul, who is the embodiment of these principles that preserve freedom.</p>

As we look to flip our Calendars into the month of October, 2011, we are reminded that this year is flying by and that soon it will be time to rush into 2012. With the year 2012 comes an ominous decision for the American people. For in that year we come once more to the point of determining our Nation’s future in a very real way. The American People will make a choice. A choice of direction, a choice that will bring us back to prosperity or take us down the path toward destruction, a choice of new President. As we look at the list of [Republican] Presidential candidates, a feeling of confusion can come almost immediately.  Because there are so many, very different candidates you can easily get overwhelmed as you try to make an <strong>informed</strong> decision. Who can you trust with your vote? Who will actually keep their promises and not just turn power hungry the minute they step into the Oval Office? Who actually has the experience as well as the values it takes to lead this country on a path towards prosperity and freedom?<br />
As Christians, we must look for someone who will uphold the Word of God in everything they will do as President.<br />
As we look at his history in the United States Congress as well as how he has repeatedly taken a firm stand on many issues, we can see that Ron Paul is the best choice for President in 2012.<br />
Ron Paul is dedicated to many stands that are essential to keeping the freedoms that our forefathers instilled in the Declaration of Independence and the Constitution and has shown this resolution in his actions.<br />
He is devoted to the sanctity of life from conception to natural death and as an OBGYN doctor has been able, over 4000 times, to bring a human life safely into this world.<br />
He will stop at nothing to protect our liberties, whether the threat is from our own government or from an outside force. His service to our country in the Air Force has given him a very unique and helpful perspective as to the proper role of defense: to protect the American borders and to end threats to her safety throughout the world, not to be the World’s police.<br />
He is thoroughly committed to the People’s right to a free economy and the free use of their money.  He is disgusted at the way the government has overran those rights by use of such agencies as the Federal Reserve and has stated his intention to end the Federal Reserve through his influence at the White House.<br />
Ron Paul has the convictions as well as the tenacity needed to take the stands on the issues to protect us and our freedoms.</p>

			<content:encoded><![CDATA[<p>Romney wants to replace federal healthcare with federal healthcare. That&#8217;s right: he doesn&#8217;t want to repeal and defer the issue to states. He promises to &#8220;repeal and replace.&#8221;  Replace with Massachusetts healthcare?  No thank you.  Isn&#8217;t it time we&#8217;ve called a spade a spade?  Obama rightly claims most of the ideas for O-care came from R-care.  Even Obama sees the irony.  Obama thinks this is funny, but America doesn&#8217;t.</p>

<p>Romneycare at the federal level is still unprecedented federal expansion.  Romney thinks he&#8217;s smart enough to manage America.  But, we don&#8217;t need a manager.  We need a man who understands the power of a free man and the destructive nature of governors who don&#8217;t know when to let America self-govern and troubleshoot locally.  That&#8217;s the free market, not a Republican version of a socialist law.</p>

			<content:encoded><![CDATA[<p>Please, print and post this list of corrupted Idaho politicians.  Although Idahoans think that most republicans are good, there are republicans who are not as conservative as their campaign literature.  These politicians claim to be champions of conservatives and some even claim tea-party credentials.  But, when these men tell you they are not on your side, and they sometimes slip up, do you believe them?  Yes!  You should always believe a man when he tells you who he really is, especially by who he officially associates with.  Obama would tell you not to judge him on his fundraising parties in domestic terrorist, Bill Ayers&#8217;, home.  But, if you don&#8217;t, you&#8217;re awfully naive and overly generous with your good opinion.  </p>
<p>It&#8217;s a strange behavior among voters, the tendency to be overly gracious on election day.  That&#8217;s where the primary comes in handy.  Voters can always pick more-conservative candidates in the primary.  But, let&#8217;s get back to the hunt for Republicans In Name Only (RINOs).  </p>
<p>The following politicians are maneuvering behind the scenes with Mitt Romney.  They are cavorting with a presidential candidate who invented a socialist healthcare system that is bankrupting Massachusetts.  They are playing the political game: classic <em>quid pro quo</em>.  They support Romney, and they expect favors down the road.</p>
<p>By supporting a big-government, East-coast, child of a politician, these Idaho politicians are selling themselves and your future.  This should be on their campaign literature: &#8220;I will sell myself, my virtue, my vote to lobbyists and power-obsessed politicians in exchange for money and influence.&#8221;  </p>
<p>This is fancy talk for, &#8220;If he looks like a duck and quacks like a duck but is wearing camoflague and carrying a shotgun, he&#8217;s not a duck.  And, if you&#8217;re a duck you should watch your backside!&#8221;  </p>
<p>Let&#8217;s get back to naming names.  Idaho&#8217;s Speaker of the House, Lawrence Denney, quacks like a conservative.  He&#8217;s supposedly better than any recent speaker.  But when you&#8217;re comparing credentials with liberal Mike Simpson, almost anyone looks conservative.  But, what&#8217;s the truth about Denney?  Idaho has had the opportunity to be a leader in State&#8217;s Rights legislation and failed more than not.  This soft-spoken &#8220;leader&#8221; could have led a movement to help save Idaho and America.  But, he didn&#8217;t.</p>
<p>Many political reformists like to blame the liberal Republicans in the State Senate for Idaho&#8217;s woes, but maybe there&#8217;s an increasingly evident lack of backbone in House leadership.  The biggest indicator of corruption in the House is that three of four house republican leaders are Romney supporters.  The following short-list of House leaders don&#8217;t just give Mitt Romney moral support and high-fives, they are on his steering committee: House Speaker Lawrence Denney, Ken Roberts and Scott Bedke.  I&#8217;ve had my doubts about these men, because of failed opportunities to fight for Idaho&#8217;s sovereignty.  But, I was gracious with my good opinion, thinking that good leadership involved a negative attitude and indifference to conservative legislation.  How silly I was!</p>
<p>But, now back to the original irony. Let&#8217;s compare the steering-committee list for the Idaho House and the Idaho Senate. There are just as many Republican leaders steering Romney in the House as are steering him in the Senate.  The &#8220;conservative&#8221; lineup of the house looks just like the &#8220;liberal&#8221; State Senate.  Brent Hill, Bart Davis, Chuck Winder had a chance to be the conservative ones for a change.  Chuck Winder is especially disappointing.  He is supposed to be a christian man.  And, no christian should support a man who instituted government health insurance mandates.  The first two senators are from liberal Mike Simpson&#8217;s neighborhood, eastern Idaho.  I am waiting for the day when that part of the state sends a real conservative to Boise.  </p>
<p>This equivalency between the house and senate should not surprise voters however.  All men are corruptible.  Thomas Jefferson recommended that the Tree of Liberty be frequently refreshed with the removal of corrupted politicians.  They need to be removed.  Here longsuffering and grace are not appropriate.  With your leaders you should not be as gracious as you are with your children.  This is true, if only because your leaders are supposed to be grown-up.  </p>
<p>The only house leader not on this list of infamy is Mike Moyle.  Although Moyle has taken a pro-debt stance on Garvee bonding to overbuild Idaho&#8217;s roads and fatten the illegal-alien-prone road building companies, he is a genial man who says he is a Ron Paul supporter.  Maybe Moyle would be a better choice for the top spot in the House of Representatives.  Maybe&#8230;</p>
<p>Three cheers for Raul Labrador, who also decided to forego the socialist healthcare proponent.  Raul earns another term for good behavior.  His vacillation on the debt ceiling and bizarre position on amending the constitution with a &#8220;balanced budget&#8221; provision is concerning.  But, at least he is not so arrogant as to support Mitt Romney.</p>
<p>Honorable mention goes to John McGee, who is not on Romney&#8217;s steering committee, luckily for Romney.  A drunken Senator, like McGee, would probably just drive the Romney campaign into a ditch.  McGee is attached to the hip with Butch Otter.  So, by extension it is probably safe to infer that McGee would be on the Romney gravy train, if he could.  Despite the shameful absence of McGee at the RINO table, the RINO fest will go on.  Despite the unfortunate political disconnect, Romney has one thing in common with the recently urine-covered, state legislator.  Romney has just as much chance of winning the jackpot in 2012, as flip-flop-free McGee does in finding paradise via a celestial family bacchanalia.  That thought begs the question: Who wears flip flops to a golf tournament anyway?  What really happened the night of Senator McGee&#8217;s drunk-driving, car-stealing incident?</p>
<p>Oh, and I do not like two-faced Jim Risch either.  He is a typical, self-aggrandizing politician.  His ego is so big that he makes Otter and Meme McGee put together look humble.  God save Idaho, if Risch ever becomes governor again.  We&#8217;ll see more than a 1% sales tax increase, maybe 1% per year next time.  The Risch definition of conservative makes liberals mad, because it infringes on their territory.  His continuous, statist belief that private property can be taken to protect government property reveals his government-first mentality.  I was hoping that his bad attitude would be a plague to Obama and Pelosi, but his recent vote to extend the debt ceiling and his stories about how we need more debt to solve the debt problem show that he only wants Idahoans to believe he has a spine.  He has none, except when it comes to eliminating property rights and saying the budget answer is higher taxes.  France put Napoleon in prison, Idaho should treat its napoleons the same way.  The teenie weenie strong man is not the right bromide for Idaho&#8217;s bad regulation and statist tendencies.  </p>
<p>Did I forget anyone?  Even if I did, I need to rest my hand.  There&#8217;s just too much to write.  I&#8217;ll probably never get to it all.</p>

			<content:encoded><![CDATA[<p>The little-discussed basis of the healthcare-exchange idea is that government sets it up, runs it and writes the rules governing it.  Many right-wing politicians are talking about how great the idea is, and how it will save Idaho from Obamacare.  But, will it?  One of the backdoor mandates, which is the motive behind Otter’s move to seize the federal funding ($40,000,000), is that Idaho has been threatened with an ultimatum.  Create a health exchange or else.  Or else what?  Or else the Obama administration will set one up.  That doesn’t sound like much of an option.  Idahoans don’t want government to expand its already bloated bureaucracy.</p>
<p>Even if she wanted to, Idaho, coming off of a 25% decline in revenues, can not afford to set up a new bureaucracy.  Nor should it want to set one up.  The taxpayers are perpetually on the line for bureaucratic largesse, especially after the grant monies dry up.  Talk about esto perpetua.</p>
<p>The preferable option is to just say no.  Kansas recently joined Oklahoma and gave back federal money for an exchange.  Otter on the other hand is running Obama’s way.  See the following excerpt from the August 11th, 2011 story:</p>
<p>“The US Department of Health and Human Services (HHS) has dispensed more than $240 million in taxpayer-funded grants to six states and a multi-state consortium to facilitate the creation of &#8220;Obamacare&#8221; health insurance exchanges. However two states and counting &#8212; Oklahoma and, more recently, Kansas &#8212; have sent the money back, which essentially marks their refusal to comply with the health care bill&#8217;s unconstitutional mandates.” -NaturalNews.com Jonathan Benson</p>
<p>So, what exactly is this exchange?  Politicians in Boise say it will decrease costs, and we should do it even without Obamacare money.  But, that argument is really dishonest.  Without the federal dollars this would never be a preferred solution to inflated costs.  </p>
<p>A healthcare exchange is a centralized marketplace.  Like a healthcare bizarre you would go there to shop for the best deal.  And, the government owns the bizarre.  Even if it doesn’t own it.  It writes the rules for a quasi-governmental agency (non-profit) to run it.  A rose by any other name is still a rose.</p>
<p>The bad thing about the bizarre is that if you don’t come to it, you can’t sell anything.  You can’t buy anything either.  That doesn’t sound like a free marketplace.  It sounds like the Idaho-owned Liquor store.  It sounds like the bizarre is really a government monopoly, because you have no other choice.  And, companies like Blue Cross are going to want to employ their lobbyists to write the rules.  If I want to sell insurance or participate in private healthcare sharing or even want an exemption for my Amish family, I have to go to the government market.  It is a lot like requiring all students to register for public schools, even if you go to a private school.  Does your health belong to the government any more than your education decisions or your child belong to the government?</p>
<p>Privacy becomes obsolete.  At the door the government requires you to register to participate.  Your healthcare information and your purchasing choices will now be centralized.  Centralization is not the American way.  Freedom involves a sometimes chaotic, decentralized system, in which smart consumers find the best deals on their own.  Since when can government choose better than the consumer?  Since Obama took over, that’s when.  And, careless, misguided politicians are not good defenders of your freedom.  They are too willing to fall for big-government under the guise of local control.  But, Americans are smarter than that.  “Government is the problem.” said Reagan.  If only so-called Reagan conservatives in Boise knew better.</p>
<p>Even healthcare sharing organizations, which give people a much cheaper alternative to insurance, would be subject to the rules of healthcare exchanges.  Under the current department of insurance, healthcare sharing is not considered eligible for regulation by government, according to the Idaho Department of Insurance director.  So, why would we want to expand government jurisdiction to control free-market innovation that works to reduce costs?</p>
<p>Although every free-marketeer understands that decentralization and free-market regulation (risk) are the keys to a cheap and productive healthcare system, many Republicans (like Butch Otter) are supporting the implementation of Idaho’s own healthcare exchange.  Healthcare exchange has been called “Travelocity” of healthcare, but it is more like a centralized database, where every citizen will have to register.  And, last time I checked, Travelocity was not government owned or regulated.  The comparison is absurd at face value.</p>
<p>It is another governmental panacea, which will do harm to Idaho’s healthcare, by centralizing control and power.  If it is such a good idea, the free market would have thought of it.  Free market and free men work well together.  Centralization and spending don&#8217;t.</p>

			<content:encoded><![CDATA[<p>The following &#8220;new&#8221; section was submitted to be a rule governing the new caucus in Idaho&#8217;s GOP.  I am not sure this is the final form, but it is pretty close.  The official version can be obtained from the IDGOP headquarters.  www.idgop.org</p>
<blockquote><p>ARTICLE V:  IDAHO REPUBLICAN PRESIDENTIAL NOMINATION CAUCUS </p>
<p>Section 1:  The Idaho Nomination Caucus shall be held on the first Tuesday allowed by the Republican National Committee (RNC), without incurring a penalty.  The Idaho Republican Presidential Nomination Caucus is not winner-take-all; accordingly the RNC allows Idaho an early caucus opportunity (typically in February or March).  </p>
<p>Section 2:  The Idaho GOP Chairman shall send official notice of the Idaho Republican Presidential Nomination Caucus to counties no later than 45 days prior to the caucus.  Idaho GOP Headquarters shall provide County Chairmen with the recommended form for providing notice to caucus voters.<br />
Section 3:  Each County Chairman shall notify the voters as soon as possible, but no later than ten (10) days prior to the Caucus.  Notification should be printed in the local paper or provided by another recognized means of announcing the caucus time and location(s).  Phone calls or emails to caucus voters are strongly encouraged.  The County Chairman shall notify the Idaho GOP Headquarters of the meeting location(s) ten (10) days prior to the caucus.<br />
Section 4:  Idaho GOP Headquarters shall provide each County Chairman with the recommended form for a ballot to be used in caucus voting.  Each county shall provide enough ballots to conduct the caucus, keeping in mind that a caucus may require several rounds of voting to determine the winner.</p>
<p>Section 5:  All caucus voters must sign a register next to their name to affirm that they are entitled to vote and are present and participating in the caucus.  The County Chair or a designate will call the meeting to order.  Prior to voting, the County Chair or a designate will instruct the participants of the voting procedures and how the ballots will be counted.   The Chair or designate may also allow for each candidate on the ballot, or a representative of their campaign, to offer some brief remarks to the assembly.</p>
<p>Section 6:  Voting takes place in successive rounds.   After each round, the candidate receiving the fewest votes and any candidate(s) receiving fewer than 15% of the Caucus vote are removed from the ballot.  Voting continues until a single candidate receives at least 60% of the vote, or until a final vote is taken for the final two candidates.</p>
<p>Section 7:  Ballots shall be distributed at the time specified in the Idaho GOP Chairman’s Caucus Call.  Ballots shall only be distributed to those registered caucus voters who have signed in.  Ballots must be collected from caucus voters as they are voted and returned.  This is a secret ballot, and County Central Committee members must do everything within their power to ensure that the ballot remains secret.  Caucus voters may not leave the Caucus with a ballot.  Any ballot that has been removed from the caucus may not be returned and counted.</p>
<p>Section 8:  Ballots shall be counted at the caucus site by a three-person committee appointed by the County Chairman and is acceptable to the candidates or the candidates’ representatives in attendance.  The County Chairman and the three-person committee will certify the count as correct.</p>
<p>Section 9:  At the end of each round of voting, the County Chairman shall announce the results.  Voting continues until a single candidate receives 60% of the vote or until a final vote is taken for two remaining candidates.  After the final round of voting, the County Chairman shall phone the final results to the Idaho Republican Party Chairman.  </p>
<p>Section 10:  Once all county results have been phoned in, the Idaho GOP Chairman will declare a preliminary winner of the Idaho Republican Presidential Nomination Caucus.  After ballots have been counted and called in, the final-round ballots must be placed in a sealed envelope and sent via certified mail or private overnight service to Idaho GOP Headquarters.  The Idaho GOP Chairman will appoint a committee to verify the total of all ballots cast for each candidate match the reported county totals.  After the verification of all ballots, the Idaho GOP Chairman will formally declare the official Caucus winner.</p>
<p>ARTICLE VI:  APPORTIONMENT AND SELECTION OF DELEGATES TO THE REPUBLICAN NATIONALCONVENTION</p>
<p>Section 1:  The State Chairman shall appoint a committee to calculate the Delegate apportionment.  After all Caucus votes are counted, the proper apportionment is calculated as follows:  </p>
<p>Section 2:  Each county receives a “weight” equal to its proportion of County Delegates allotted for the State Convention.  For example, if there are 420 total County Delegates allotted for the State Convention and County A has 16 of them, then County A’s weight will be 16/420, or 3.81%.  The County weights will be used to calculate the apportionment of Delegates and Alternates to the Republican National Convention.</p>
<p>Section 3:  Each county’s share of National Delegates is calculated by multiplying the State’s allotment of National Convention Delegates by the county’s weight.  Continuing the example, if the State is allotted 32 National Delegates, then County A would have a share of 3.81% of them, or 1.2192 of the 32 total National Delegates.</p>
<p>Section 4:  Any candidate winning at least 60% of a county’s vote will be awarded that entire county’s share of National Delegates.  When neither candidate wins 60%, the candidates will split the county’s share of National Delegates, in proportion to the candidates’ county vote totals.  </p>
<p>Section 5:  The sum of all the Counties’ shares for each candidate, rounding the sum to the nearest whole delegate, will be that candidate’s share of the Delegates and Alternates to the National Convention with the proviso that, if one candidate wins more than 50% of the Idaho allotment of delegates, that candidate shall receive the entire 100% of the allotment of Delegates and Alternates to the National Convention.  If the computation results in an unallocated Delegate, the Delegate shall be assigned to the candidate receiving the highest number of votes in the Idaho Caucus.  If the computation results in the allocation of more Delegates than are available for allocation, the Delegate assignment to the candidate receiving the least number of Caucus votes shall be reduced accordingly.</p>
<p>Section 6:  The State Chairman, in accordance with the agenda of the Idaho Republican State Convention, shall devote one (1) portion of the State Convention meeting to the selection of Delegates to the Republican National Convention in Presidential election years.</p>
<p>Section 7:  Each Republican candidate for President of the United States shall prepare a list of its proposed Republican National Convention delegates for Idaho.  The list must be filed with the Idaho Republican Party no later than 30 days prior to the State Convention.  Eighty percent (80%) of the Idaho Delegates / Alternates to the Republican National Convention shall be selected from the lists of proposed delegates in proportion to the Delegates won in the Idaho Republican Presidential Nomination Caucus as calculated in Section 5 above.  The remaining twenty percent shall be selected as pledged delegates to the Republican National Convention and in the same proportion as the Idaho Caucus apportionment.  These delegates will be selected by the Nominations Committee of the Idaho State Republican Convention.</p>
<p>Section 8:  The Delegates and Alternates elected shall be obliged on the first ballot taken at the Republican National Convention to vote for the candidate who nominated them, provided any Delegates selected as representing the &#8220;uncommitted&#8221; choice shall be free to cast their vote for any candidate whose name has been placed in nomination before the Republican National Convention.</p>
<p>Section 9: In the event of death or withdrawal of a candidate or release of Delegates by a candidate prior to the first ballot at the National Convention, Delegates committed to such a candidate shall, thereupon, become uncommitted delegates. </p>
<p>Section 10: In the event of the failure of a candidate to file a list of proposed Delegates/Alternates with the Idaho Republican Party, the State Convention may select and specify any persons preferring or identified with said candidate to serve as Delegates/Alternates to the National Convention in such numbers as the candidate is entitled. If a candidate who fails to file the required list also dies, withdraws, or releases Delegates prior to the official commencement of the State Convention, then the State Convention may select uncommitted Delegates/Alternates in such numbers as the candidates would have been entitled. </p>
<p>Section 11: In the event that any candidate is entitled to the selection of a number of Delegates/Alternates greater than the number of those persons whose names were filed with the Idaho Republican Party by the candidate, or in the event a person on the list indicates an inability to serve as a Delegate/Alternate, the State Convention shall select and specify persons to fill those Delegates/Alternates vacancies from a supplemental list filed by the candidate&#8217;s designated representative with the Idaho Republican Party.</p>

<p>RULES OF THE CONVENTION<br />
ARTICLE III: COMMITTEES AND COMMITTEE RULES<br />
Section 7: Nominating Committee:</p>
<p>(a) The Nominating Committee shall, pursuant to Sections 34-707 (3) of the Idaho Code, and the Rules of the National Republican Party, consider and nominate Candidates for Delegates and Alternate Delegates to the National Republican Convention.  The Committee shall further nominate Candidates as Presidential Electors.<br />
(b) To assist the Nominating Committee, each State Campaign Chairman for a Presidential Candidate shall recommend to the Nominating Committee a slate of Delegates and Alternates selected from the respective lists of names as filed with the Secretary of State, being consistent with the number to which each Candidate is entitled as a result of the Idaho Republican Presidential Nomination Caucus. They shall also submit a brief resume of each individual on their respective lists.<br />
(c) The Chairman of the Nominating Committee shall place in nomination the Nominating Committee&#8217;s recommendation of a full slate of Delegates and Alternates, consistent with the number to which each Delegation is entitled as a result of Idaho Republican Presidential Nomination Caucus, for (1) each Presidential Candidate&#8217;s Delegation, (2) the additional pledged Delegation, and (3) the Delegation at large, the Convention Chairman shall open the floor for additional nominations for that Delegation, which also must be submitted in the form of a full slate consistent with the number to which each Delegation is entitled. Each member of the Candidate&#8217;s Delegation shall be selected from his list of names as recorded with the Idaho Republican Party. Regions shall make nominations for all slates of Delegates and Alternates upon a roll call in numerical order. Each region may (1) pass; (2) yield to another region; (3) nominate one slate of Delegates and Alternates for each Presidential Candidate&#8217;s delegation, uncommitted Delegation and at large Delegation. At the close of the nominating, all Counties and Legislative Districts shall be polled. Voting shall continue until such time as one slate of nominees, for each Delegation, receives a majority of votes of the Convention.<br />
(d) The Nominating Committee shall consist of the following members: The State Party Chairman, the National Committeewoman and Committeeman, and each of the seven Region Chairs. Additionally, the State Party Chairman shall appoint five at-large members.
